In both their work programmes, the European social partners agreed to take action to assist their respective organisations based in the acceding countries to the European Union, to prepare for their full involvement in the activities of the European social dialogue. To this end they submitted an Integrated Project, with the objective of strengthening the skills and capacities of national social partner representatives to act on behalf of their members in the European social dialogue.

In this context, a series of seminars took place in the 12 new Member States as well in the candidate countries of Croatia and Turkey. During the course of each seminar, representatives of the national social partner organisations were invited to identify priorities for action in order to improve their effective involvement in the EU social dialogue and they individually and jointly developed specific action plans and timetables.

Afterwards, progress on the implementation of the action plans was discussed during national seminars. Each seminar was followed by a national report underlying the main challenges that national social partners in the target countries face, problems encountered and proposals to resolve them.
